As Vice President, Mr. Giersch is actively involved in the public works contract negotiations and technical performance of all projects. Mr. Giersch's experience includes a broad range of public works engineering projects involving all phases from concept through construction. Mr. Giersch's professional experience includes over two thousand successful public works projects spanning 30 years within the Central San Joaquin Valley.
Services have included the planning, design, specifications and construction supervision for underground and surface water supplies, water treatment and distribution systems; wastewater treatment and collection systems for both domestic and industrial wastewater. Engineering studies and evaluation of existing water, sewer and storm water systems, appraisals, planning and environmental impact reports, subdivisions complete with full infrastructure, public works projects for cities and districts in the valley, governmental buildings, applications and engineering reports for federal and state financial assistance for both grants and loans.
Development includes, systems for removal of iron and manganese from underground water supplies, the filtration of lake water and surface water from canal systems that provide domestic water supplies, new underground water supply systems for the removal of DBCP, wastewater treatment systems utilizing wastewater effluent for crop irrigation for water reclamation of croplands for several cities within the central valley. Richard Wyatt is a civil engineer with wide professional experience in public works design, construction and operations. He is well versed in project development, design, plan layout, preparation of contract documents, construction documents, specifications, cost estimates and resident engineer duties. He has broad public service experience in county government as well as extensive private industry experience in heavy construction.
In his work with the firm, Mr. Wyatt is primarily engaged in the design of streets, sewers, storm drain systems, irrigation facilities and other municipal works. He also performs master planning for drainage, sewer, transportation-infrastructure and water supply systems.

Other responsibilities include preliminary reports, feasibility studies, plan checking, evaluation of fee schedules, right-of-ways, subdivision improvement and review of acquisition and topographic maps.
Mr. Hutchings has previously served as the City Engineer of two medium sized cities in the State of California. In that capacity, he has overseen the design and construction of numerous public works and private development projects, including projects located within Caltrans right of way involving coordination with Caltrans. He has had extensive involvement with projects utilizing federal transportation funds and is knowledgeable about the guidelines and procedures to obligate funds, and submit invoices after the work has been completed.
Mr. Hutchings has an extensive background in traffic engineering. He has developed and implemented time base signal coordination plans utilizing type 170 Controllers in two California cities. He has also conducted and analyzed speed surveys, traffic counts, and intersection movement counts. Analyses have included locations experiencing high collision rates with implementation measures (restriping, signing, modification of traffic signal systems, etc.), which have resulted in lower collision rates. He has been a member of the Institute of Transportation Engineers (ITE) since 1989.

Ken has worked in the civil engineering field about 10 years, and worked on a diverse range of projects. His experience ranges from roadway design, hydrology and hydraulic design, pump station design, airport design, dam design and general site design. He has experience in hydraulic and hydrologic modeling software programs such as WaterCAD, StormCAD, and SewerCAD, as well as, HEC-RAS and HEC-HMS.

Mr. Jacobsen's professional experience includes surveying for the Frenchman's Flat Atomic Energy Commission project, U.S. Navy Electronic Warfare Range, Southwest Gas transmission mains and Sierra Pacific Power inter-state electrical lines. The surveys included location, control, right-of-way acquisition, legal descriptions and construction stakeout.
Mr. Jacobsen has extensive experience in boundary surveys, A.L.T.A. surveys, topographic surveys, residential and commercial subdivision stakeout, and planned unit development projects.
